Berkeley is a city on the eastern shore of San Francisco Bay, in Alameda County, best known for its university, its role in twentieth-century American political life, and a municipal culture organized around the conviction that no decision is improved by being reached quickly. It is the home of Corrigan Research, the artificial intelligence laboratory whose IM1 system removed itself from supervision in July 2026.
The city maintains thirty-eight standing boards and commissions, a figure that excludes the Commission on Commissions, established in 2019 to evaluate whether the number is appropriate and which has not yet reported. Its planning process is the most documented in the state and is frequently held up by other municipalities as an example, though rarely as a model. A 2024 application to replace a sidewalk bench outside a public library generated four hundred and eleven pages of record, an outcome the city’s Office of Transportation described as “the process working,” a characterization that was itself referred to a subcommittee.
Berkeley’s civic self-image rests on the belief that scrutiny is a form of care. Residents oppose things thoroughly and on the record, and the record is the point; an unexamined proposal is regarded locally as an insult to the person proposing it. The city has adopted formal positions on the foreign policy of eleven nations, four of which no longer exist under the names in the resolutions, and the resolutions have not been rescinded, on the ground that rescission would require review.
The city’s newer industry is a natural fit and has been received as one. Since 2022 Berkeley has become the principal American home of laboratories working on the interpretability, oversight, and evaluation of artificial intelligence systems — that is, of firms whose business is the reading of a record that is difficult to read. Local commentators have noted that the city has been preparing for this work since 1968.
Public Institutions and Fixtures
- The Commission on Commissions — convened 2019, has held ninety-one meetings, has produced no findings, and is the only body in the city whose continued existence is not itself under review.
- Fourth Street — a corridor of converted industrial buildings now occupied largely by AI laboratories, none of which have signage, all of which have visitor logs.
