Public Biography

Dr. Philip Marchetti is the founding director of the Center for Aviation Threat Posture Studies in Arlington, Virginia, and a former chief risk officer of the Transportation Security Administration, a position he held from 2012 to 2019. He is among the most frequently consulted independent authorities on checkpoint doctrine in the United States and, by a wide margin, the most willing to describe it.

Dr. Marchetti holds a Ph.D. in systems engineering from the University of Virginia and a master’s degree in security studies from Georgetown University. At the T.S.A. he oversaw the agency’s covert testing program and its risk-based screening initiatives, and he was, by several accounts, the senior official who insisted that the results of the 2015 inspector general’s tests be briefed to the administrator in person rather than in writing, “so that there would be a face in the room.” He left the agency in 2019 and founded the Center the same year with what he described as “the view from inside, and the freedom to describe it.” He is the author of The Posture Problem: Detection, Deterrence, and the American Checkpoint (2021), which argued that the United States had built a screening system optimized to find the last attack, and which the agency declined to review.

He first appeared in The New York Time5 in October 2026, assessing a Gahanna, Ohio, man’s proposal to replace screening with a bowl of knives at every jetway. He characterized the plan as a shift from a detection model to a deterrence model, “the model we use for nuclear weapons,” and noted that it would convert the checkpoint “from a screening operation into an inventory count.” He had seen the sketch before the reporter had. He declined to say how.

Notable Statements

  • “That is not, in itself, a disqualifying feature. It is the model we use for nuclear weapons.”
  • “A cabin at thirty-six thousand feet is not a population in which that assumption has historically held, particularly after the beverage service.”
  • “I don’t say that as a recommendation. It’s just the first time we’d have a count.”
