Public Biography
Representative Claudia Fenn is a Democratic member of the United States House of Representatives from California’s 12th Congressional District, serving since 2017. She is the chair of the House Subcommittee on National Reorganization, a body she created on the morning of March 21, 2026, in order to provide a jurisdictional home for the National Dissolution and Bilateral Sovereignty Act.
Ms. Fenn was born in San Mateo, California, and attended Stanford University, where she studied political science and urban planning. She earned a master’s degree in public policy from the Harvard Kennedy School and worked as a policy analyst at the Brookings Institution before running for Congress.
She has described the partition of the United States as “the most significant infrastructure project since the Interstate Highway System, except in reverse.” She sits on the Committee on Transportation and Infrastructure and the Committee on Oversight and Accountability.
Ms. Fenn lives in San Francisco and is known in the House for her ability to create procedural mechanisms for legislation that did not have one five minutes earlier.
